Disaster declarations and federal aid totals come from FEMA OpenFEMA (DisasterDeclarationsSummaries + FemaWebDisasterSummaries). Live hazards pull from NOAA NWS (storm alerts), USGS FDSN (earthquakes ≥ M2.5, 30 days), NIFC (active wildfire perimeters), and HIFLD (hospital facilities). Social Vulnerability Index values are CDC/ATSDR SVI 2022 state aggregates, where 0 = lowest vulnerability and 1 = highest.
Total federal aid sums four FEMA programs per disaster: Individual Household Program (IHP), Housing Assistance (HA), Public Assistance (PA), and Hazard Mitigation Grant Program (HMGP). For multi-state disasters (e.g. COVID-19 Biological declarations issued to all 57 territories), cost is proportionally split across all states sharing that disaster number — preventing any single state from being credited with the full national cost.
The dashed purple line on the Declarations by Year chart shows a 5-year linear regression forecast based on all available historical data for the selected scope. It uses ordinary least-squares regression on annual declaration counts and projects forward. Forecasts are indicative only and do not account for climate nonlinearity.
Enabling the Social Vulnerability map layer recolors states from blue (low SVI) through yellow to red (high SVI). High SVI states have greater concentrations of low-income residents, minorities, households without vehicles, and people in crowded housing — factors that amplify disaster impact. Cross-referencing SVI with disaster frequency reveals compounded risk: states like Louisiana and Mississippi face both high disaster exposure and high social vulnerability.
Map shading uses a square-root scale of federal declaration counts per state since 2000. Square-root scaling prevents outlier states (TX, FL) from dominating while still conveying relative risk magnitude.
